No such thing. These motors have no govenor.

i have a 4 stroke not sure exactly what kind and i think mine has a governor cuz it accelerates to 40 then just stops accelerating. i know it'll go faster. does anyone know where adn how to remove the governor. pictures would help if possible i'm not that good with bikes but i'm learning. thanks

Really bro there is no such thing on these little motors. Some GP motors had a coil that could 'stop' at a certain point, but I havent seen a single china bike with any such limiter, govenor, or restrictor.
What is up is you are getting to the top of the RPM band, and (if equipped) your CVT is doing its job.
If you are going 40, they you are going 15~20 mph faster than everyone else ayway (at least on a stock bike).

how come i was searchin on governors and i found my bike being sold on this one website and it said it comes with a governor restricting the speed.

Ok, I searched also and found the same text.
My bet is that it is a simple spacer or something that limits the throttle travel. I sincerely doubt that it is an ignition limiter, or rev-limiter. Especially since they say "easily removeable".
Want to know more about this exact 'govenor'? Ask the guys that sold it to you.
