We've tested a Zenoah G230RC with a .750 and a Series 1 pipe and it went 32.5mph. A G23LH with the same would be lucky to go 25mph with a 100lb rider.

Im Think about like 30+ cuase i got 23 with spinder and hp and ada adds about 4-5 and airfilter might function better with hp and make go like 1

I took the gps out on my ped and Got it up to 30.1, and thats scary as hell having really only one hand on the bars.

Your ped is not even close to 30. Stock they only do 18-19.
An airfilter isnt going to add any topend. A spindle only adds a lil, 1-2MPH at the most. A HP carb adds like 2-3 tops.

I doubt that i go 23 Already with hp carb and spindle and spindles warn out And then i got +4-5 with pipe wicht 27 28 then ported wicht 30-32

on my old orc with .800 spindle, ada s1 pipe, filter, and good tire i got up to 32, but now i got the bergonzoni with a .750 and i estimate about mid 30's not sure....but in about a week or so i will have a .850 with a high compression head, so i hope to push high 30's....yet to be clocked....but thats whats up
