And technically we have a max speed limit of 15 MPH.
My understanding was: "Not to exceed 30mph" on level ground (California).
AND technically, if scooter goes only 20mph, NO Lic needed as long as have brakes, helmet (approved DOT), & are atleast 16.
Luckily I live in an area that is extremely bicycle friendly (Tour De CA for instance), thus, scooter tolerant.
Essentially, we can go and do whatever Bicycles can, unless signs indicating otherwise IMO.
We ARE supposed to WALK scooters across cross-walks (like bikes) following red lights, unless in bike lane. I have yet to be PULLED-OVER so far, but regularly stop and speak w/ motorcycle COPS & discuss expectations when downtown,
even asking to see THEIR applicable reference paperwork on rules.
Some officers actually want Yellow side reflectors (I plan on adding w/ lights for after dark). Check State & local laws and ordinances everyone, and carry current rulebook/codes

I am pretty sure the speed limit is 25 in CA and you have to be 16 with a license to ride and only ride on roads with a bike lane unless its a 25 mph or slower road which you just need to ride as far right as possible .

Below is a link to where it states a max speed of 15 MPH, about 2/3 down the page next to a picture of a guy on an electric stand-up scooter riding past a white picket fence. But I have never heard of anyone actually getting a ticket for exceeding the 15 MPH limit on a stand-up scooter.
As far as the cross walk thing.....Some years ago my Son got a ticket for jaywalking, and he had a choice to pay the fine or go to traffic class. He chose traffic safety class and a parent had to attend, so I went along. Someone asked a question about bicycles making a left turn from a left turn lane. The Officer said it is technically legal for a bicycle (or a scooter) to make a left turn from a left turn lane. But to LEGALLY get into the left turn lane you must stop at the street your are wanting to turn onto, then when you have a green light or Hand walk your bike to the left turn lane in the crosswalk. Then when the left turn light turns green, you may proceed in making the left turn. And that crossing the lanes of traffic to get to the left turn lane, even if there were no cars coming is Illegal and you 'could' be cited.
So we cross the street we want to turn onto, during a green light of course. Then stop at the far corner, push the crosswalk button and wait for the light to turn green and then proceed down the road.
CP......
HOW we ride today, may determine IF we can ride tomorrow

You are correct.
I have had some officers say 25mph limit, and conversely, have had some agree is 30mph also.
Guess I am persuasive
For 2014 CA DMV rules, appears indeed to be: 25mph
I only noticed the 20mph - NO LIC allowance, this mornin'.
Not applicable to me, as have Lic, DOT helmet, and am over 16.
Seems more geared towards "Mopeds", so I stand corrected
Unfortunately it is this kind of ignorant irreverence for the law attitude that has caused stand-up scooters to be regulated and Banned in a number of cities and States across America. And it is this DGAF 'I will do whatever I want' mentality that will continue to get scooters Banned in the future
yes your right SJ.that DGAF attitude is what is getting us banned from the states.
and here is a perfectly good example of the DGAF attitude.and sad part is that the rider is and older guy.u can see by the gray beard.seen his rest of his youtube videos.
